Applying for permits
Human activity has a direct or indirect adverse effect on the environment, i.e. environmental nuisance. Sometimes it is not possible to avoid environmental nuisance, the aim is to reduce it to a reasonable extent. However, other public and private interests related to the use of the earth's crust should also be taken into account.
Upon granting the permit, the issuer of the permit implements measures which have been set for achieving the objective - to reduce environmental nuisance to the largest possible extent, however, leaving room for interests competing with environmental considerations - and which contribute to achieving the objective or at least do not hinder it.

Environmental permit for extraction
An environmental permit for the extraction of mineral resources is granted by the Environmental Board. The application for permit can be submitted in the information system KOTKAS
When filling in an application for an environmental permit, a state fee of €1,000 must be paid. The exact amount of the state fee depends on the size of the company and how many different fields the extraction activity is related to.
If there are omissions in the application, the applicant will be informed and time will be given for correcting the omissions. If necessary, the Environmental Board will initiate an environmental impact assessment.
If several applications have been submitted for one area, there will be an auction. Opinions are asked from several institutions during the processing of the application – local government, Mineral Resources Commission and other relevant parties. There is always disclosure.
The applicant is informed of receiving/ not receiving the permit by letter.
The process of amending the permit is similar to obtaining a permit – an application must be submitted in the environmental decisions information system KOTKAS and the state fee must be paid.
In order to re-register the permit, an application must be submitted in the information system KOTKAS. There is no need to pay a state fee for re-registration of an environmental permit.
For holder of an extraction permit
- The holder of an extraction permit is required to submit a quarterly declaration of mineral resource extraction charge and a report on the volume of extraction of mineral resources to the Environmental Board in the information system KOTKAS. Instructions for submitting a declaration of mineral resource extraction charge in the information system KOTKAS:
- The holder of an extraction permit is required to submit a report on land disturbed by extraction and its reclamation to the issuer of extraction permits on the basis of the mine survey measurement data during the quarter following the quarter of carrying out mine survey measurement together with the report on the volume of extraction.
- The holder of an extraction permit is required to reclaim the land by extracting mineral resources on the basis of a project, the conditions of which are issued and the agreement for implementation is given by the Environmental Board.
