Personal dosimetry

The Climate and Radiation Department of the Environmental Board provides the measurement service of personal dosimeters on the basis of contracts, performs the functions of the responsible controller of the national dose register of exposed workers and issues dose cards of a foreign worker on the basis of submitted applications.

General contact of the Environmental Board

The Climate and Radiation Department of the Environmental Board provides the measurement service of personal dosimeters on the basis of contracts by using an accredited measurement method.

A national dose register of exposed workers is intended to keep a record of the occupational exposure doses received by exposed workers. The responsible controller of the register is the Environmental Board and its maintenance is based on Regulation No. 41 of the Minister of the Environment of 20.10.2016 "Establishment of the National Dose Register of Exposed Workers and its Statutes".

From 01.02.2022, external have also access the dose register.

Pursuant to requirements of §50 (1) of the Radiation Act, the holder of a radiation practice licence must ensure submission of monitoring data of exposed workers to a dose register.

Pursuant to Regulation No. 41 of the Minister of the Environment of 20.10.2016, the following data are entered in the dose register:

  1. First and surname, nationality of the exposed worker
  2. Personal identification code or, in the absence thereof, date of birth and gender
  3. Employer's registry code, name and address
  4. Category and position of exposed worker 
  5. The beginning and end dates of the monitoring period
  6. The amount of the effective dose caused by external exposure
  7. The amount of the effective dose caused by the intake of radionuclide
  8. The equivalent dose in the lens, skin and limbs of the exposed worker
  9. The amount of the emergency exposure
  10. The amount of the emergency exposure.

The listed data are submitted to the dose register for the previous calendar year by the holder of the radiation practice licence or monitor of individual doses at least once a year by 31 March each year at the latest.

If the holder of a radiation practice licence has entered into an agreement with the Climate and Radiation Department of the Environmental Board for measuring the personal dosimeters, the monitoring data of exposed workers are entered in the dose register by the specialists of the Radiation Monitoring Bureau of the Climate and Radiation Department after measuring the personal dosimeters. 

If the exposed worker has received an unreasonably high dose, the holder of the radiation practice licence must find out the reason. If it appears that the personal dosimeter has been exposed and not the exposed worker, the holder of the radiation practice licence must assess the amount of the dose received by the exposed worker during the monitoring period. The amount of the assessed dose together with the justification is submitted to the Climate and Radiation Department of the Environmental Board to change the dose amount of the exposed worker in the dose register.

Pursuant to §102 (5) of the Radiation Act, the following persons are enabled access to the results of the individual dose monitoring of exposed workers:

  • To the exposed workers with regard to the data concerning his or her identity
  • The expert providing occupational health services to an exposed worker
  • The holder of a radiation practice licence with regard to the information concerning the exposed workers of such holder
  • The persons carrying out radiation safety inspection
  • The persons carrying out scientific research on exposure and the influences thereof to the extent of the data which do not concern the person of any exposed worker.

An extract of the dose register is issued on the basis of a written application by the Department of Climate and Radiation. The application must be signed and sent to the general e-mail address of the Environmental Board at info@keskkonnaamet.ee.

Dose card of an outside worker

The Climate and Radiation Department of the Environmental Board issues dose cards of an outside worker on the basis of the applications submitted, and enters the data of doses of an outside worker from the returned dose cards to the national dose register of exposed workers.

Outside worker means any exposed worker who is not employed by the undertaking responsible for the supervised and controlled areas, but performs activities in those areas, including, apprentices and students.

A dose card of an outside worker is a personal document of an outside worker, which includes the monitoring data of occupational exposure doses received by an Estonian outside worker working in Estonia or in some country. A dose card of an outside worker is a one-time document that is not transferable. The issue of a dose card of a foreign worker is regulated by Regulation No. 28 of the Minister of the Environment of 06.09.2016 "Data put to the dose card of an outside worker and the procedure for registering a dose card and the format of a dose card of an outside worker".

The dose card of an outside worker consists of the following data:

  • The data of the issuer of the dose card of an outside worker
  • Personal data of an outside worker
  • Employer's data
  • Doses of an outside worker registered in the last 5 years and the current calendar year
  • The results of medical examination
  • Data on the monitoring of individual doses at the undertaking.

An application for issuing a dose card of an outside worker is submitted to the Climate and Radiation Department of the Environmental Board by the employer of the outside worker or by the outside worker personally by sending the application to the general email of the Environmental Board at info@keskkonnaamet.ee.
