Supervision

Although our state of the environment is generally good and most people protect and preserve nature of their own free will, state control is also needed. To ensure the sustainable use and protection of natural resources, the state has enacted legislation and established a monitoring system.

Supervision covers all areas of the environment

The Environmental Board supervises the use of the natural environment and resources in all areas, be it forest, subsoil or fish protection, waste management, packaging or ambient air problems - in a total of almost twenty areas. The purpose of supervision is to verify compliance with the requirements established for the protection of the natural environment.

The Environmental Board has the right to impose state coercive measures on offenders: to impose fines and demand compensation for environmental damage caused by the violation, to issue precepts for the termination or suspension of illegal activities affecting the environment, and to demand and control the implementation of mandatory environmental protection measures.

In installations subject to an integrated permit, compliance with the requirements of the integrated permit and the compliance of the activities of the enterprise with the Industrial Emissions Act and legislation issued on the basis thereof shall be verified.

Movement in protected areas is generally permitted, with the exception of nature reserves and time-restricted zones.

In many cases, supervision means law enforcement

Inspections are often preventive in nature. This helps to prevent or detect infringements at the earliest possible stage, thus avoiding greater environmental damage.

Much of the supervision resource is spent on maintaining order in the areas of fish protection and nature conservation, as they involve a very large range of people, including recreational fishermen, hunters and holidaymakers.

Supervision is mainly carried out on the basis of work plans, but in addition to this, complaints and applications received from residents regarding various environmental violations are also checked.

Market surveillance

The Environmental Board, as a market surveillance authority, carries out state supervision over compliance with the requirements established for problem products and other products that may endanger the environment.

The purpose of market surveillance is to ensure the safety and environmental compliance of products and the free movement of goods.

Market surveillance authorities shall establish, implement and regularly update market surveillance programs. All this is regulated by § 52 of the Product Conformity Act.

The market surveillance program shall be made public by the market surveillance authority on its website and communicated to the other Member States and the European Commission through the agreed information system.
