Cultivation material is wood seeds, wood plants and parts of plants used for forestry purposes. The supply of cultivation material is considered to be the production, storage, packing, delivery or markenting of cultivation material from a third country to Estonia or from Estonia to a third country.
Registration Obligation for Cultivation Material Supplier
Those who wish to supply cultivation material shall register with the Registry of Economic Activities (REA) by submitting an economic activity notice.
Cultivation Material Import
Pursuant to European Commission Implementing Decision (EU) 2015/321 of 26 February 2015, the Republic of Estonia may decide, from 1 January 2015 to 31 December 2019, to authorize imports of forest cultivation material from any third countries. It is suitable for us the cultivation of spruce originating from the Republic of Belarus, which belongs to the category "well-known source".
The import of spruce cultivation material from Belarus is possible, if local producers or member states do not have seeds nor plants suitable for cultivation with which to provide for our forest owners.
The importer of cultivation material must apply for an import permit with the forest department of the Environmental Agency.
