Reporting on fluorinated greenhouse gases

Pursuant to the requirements of section 206 of the Atmospheric Air Protection Act, certain authorities shall submit the following reports on fluorinated greenhouse gases to the Ministry of the Environment by 20 June each year:

  • a report on fluorinated greenhouse gases contained in the medicines marketed in the Republic of Estonia.

The report shall be prepared by the State Agency of Medicines;

  • a report on the vehicles of N1, N2, N3 and O categories in the traffic register and the body type of which is refrigerator. The report shall be prepared by the Road Administration;
  • a report on the amounts of fluorinated greenhouse gases marketed in the Republic of Estonia. The reports shall be prepared by the distributors of fluorinated greenhouse gases (distribution means first supply to third parties of fluorinated greenhouse gases, equipment and products containing these or making these available in the Republic of Estonia for a fee or free of charge for the purposes of section 1 of regulation No. 143 “The procedure for handling of and reporting on fluorinated greenhouse gases, the formats of the reports and the list of the authorities consolidating data on handling thereof” of 9 December 2016 of the Minister of the Environment);
  • a report on the aerosols containing fluorinated greenhouse gases.
    The report shall be prepared by the manufacturers of aerosols containing fluorinated greenhouse gases; 
  • a report on the manufacture of foams containing fluorinated greenhouse gases.
    The report shall be prepared by the manufacturers of foams containing fluorinated greenhouse gases; 
  • a report on the equipment containing fluorinated greenhouse gas located on a water craft sailing under the flag of the Republic of Estonia. The report shall be prepared by the owners of water crafts; 
  • a report on a rail vehicle which has equipment containing fluorinated greenhouse gases.
    The report shall be prepared by rail transport undertakings.

The procedure for reporting and the formats of the reports have been provided by regulation No. 143 The procedure for handling of and reporting on fluorinated greenhouse gases, the formats of the reports and the list of the authorities consolidating data on handling thereof” of 9 December 2016 of the Minister of the Environment.

The reports shall be submitted to the Ministry of the Environment by 20 June each year and the reporting period is the previous calendar year (1 January until 31 December).

If possible, the reports are submitted via the site of e-services of the Environmental Board by using the service „Reporting on fluorinated greenhouse gases“.

The signed reports may also be submitted on paper by post. By post, the reports have to be sent to the Ministry of the Environment (Narva mnt 7a, 15172 Tallinn).
