FOKA registry

Pursuant to the Atmospheric Air Protection Act, the objective of FOKA database is to manage the information related to the products, equipment and systems containing fluorinated greenhouse gases and substances that deplete the ozone layer and of their handling operations in a digital environment.

A wider objective is to ensure the decrease of the emissions of fluorinated greenhouse gases and ozone depleting substances emitted into the atmosphere.

Stationary refrigerating units, air conditioning machines and heat pumps containing three or more kilograms of substances that deplete the ozone layer and their handling operations are entered into the database (for example, R-22).

Unlike ozone depleting substances, the equipment containing fluorinated greenhouse gases must be registered according to the amount of carbon dioxide equivalent contained in the equipment. Carbon dioxide equivalent is an amount of various greenhouse gases which have been recalculated to the amount of carbon dioxide by using a potential of the global warming of gas.

It is possible to calculate the amount of fluorinated greenhouse gases contained in the equipment to a carbon dioxide equivalent by using an electronic calculator which can be found at: http://www.klab.ee/f-gaasid/kalkulaator/. The amount of the substance in kilograms contained in the equipment must be entered at the site and substance name must be selected. As a result, carbon dioxide equivalent contained in the equipment is displayed.

The following equipment containing fluorinated greenhouse gases (for example, R-404a, R-134a) and their handling operations are entered into the database:

  • stationary refrigerating units, air conditioning machines and heat pumps containing five or more carbon dioxide equivalents of fluorinated greenhouse gases;
  • stationary fire-fighting equipment containing five or more carbon dioxide equivalents of fluorinated greenhouse gases;
  • stationary electric switchyards containing five or more carbon dioxide equivalents of fluorinated greenhouse gases;
  • stationary equipment containing solvents based on fluorinated greenhouse gases which contain five or more carbon dioxide equivalents of fluorinated greenhouse gases.

As an exception, electric switchyards which comply with at least one of the following conditions do not have to be registered:

  1. according to the technical specification of the manufacturer, the leakage rate of the electric switchyard is lower than 0.1% per year and it has a corresponding marking;
  2. the electric switchyard has a device for monitoring pressure or density;
  3. the electric switchyard contains less than 6 kg of fluorinated greenhouse gases.

NB! Likewise, hermetically sealed apparatuses which contain less than ten carbon dioxide equivalents of fluorinated greenhouse gases do not have to registered on the condition that such apparatuses have a marking “hermetically sealed” affixed in the manufacturing plant, or in the user manual of which, it has been marked that it is a hermetically sealed apparatus.

If the equipment contains less than five carbon dioxide equivalents of fluorinated greenhouse gases or it is a hermetically sealed apparatus (has corresponding marking or a note in the user manual) which contains less than ten carbon dioxide equivalents of fluorinated greenhouse gases, the obligation to register handling operations no longer applies to such an equipment and the owner of the equipment may archive the equipment in the registry, if desired.

In the case on stationary refrigerating units, air conditioning machines and heat pumps, one refrigeration circuit is regarded as one equipment. 

If the substance contained in different refrigerant circuits of the system is in mutual contact (through common pipeline), then one equipment needs to be registered in the FOKA registry and the amount of substances contained in all of the refrigeration circuits of the system must be summed up. If there is no such contact, then all of the circuits must be registered as separate equipment.

Registration in the FOKA database may be done by using the service “Management of equipment containing fluorinated greenhouse gases and ozone depleting substances and registration of handling operations” in the e-Environmental Board.
