Documents certifying competence

A person engaged in handling of fluorinated greenhouse gases (performer of maintenance works) shall have a personnel certificate or a professional or a partial professional certificate.

If it has been granted to the person in Estonia, it will be entered into a corresponding public register of professional or partial professional certificates of the Estonian Qualifications Authority.

A professional certificate for engaging in handling stationary refrigerating units, air conditioning machines and heat pumps containing fluorinated greenhouse gases may be acquired in Estonia by passing the professional examination of refrigeration mechanic held by non-profit organisation MTÜ Eesti Külmaliit. NB! The certificate of I category for handling refrigerating units, air conditioning machines and heat pumps referred to in Commission regulation (EC) 2016/2067 corresponds to II category of Refrigeration Mechanic in the register of professions (Refrigeration Mechanic, level 4, issued as of April 2015), and the certificate of II category corresponds to I category in the register of professions (Refrigeration Mechanic, level 4, issued as of April 2015). 

In the fire-fighting field, the relevant certificate issued in Estonia is III partial professional certificate of security system technician: installation and maintenance of gas extinguishing systems containing fluorinated greenhouse gases (Security System Technician, level 4 competency “Installation and maintenance of gas extinguishing systems containing fluorinated gases” issued as of January 2015). The institution granting the profession is Estonian Security Association.

Handling operations of refrigerating units, air conditioning machines and heat pumps and fire-fighting systems and fire extinguishers containing fluorinated greenhouse gases may be carried out by the employees of a company holding a handling licence who have personnel certificates or professional or partial professional certificates according to Commission regulation (EC) No. 2015/2067 or No. 2015/2066.

Ozone depleting substances may be handled (maintenance works performed) by a person who:

1) has a certificate or a professional or a partial professional certificate according to European Commission regulation (EC) No. 2015/2067. If it has been granted to the person in Estonia it will be entered into a corresponding register of professional or partial professional certificates of the Estonian Qualifications Authority.

2) complies with regulation No. 13 “The requirements for competence of persons engaged in handling of products, equipment or containers that contain or rely on substances that deplete the ozone layer” of 2 May 2013 of the Minister of the Environment (hereinafter regulation). 

If a person handling equipment or products containing 3 kg or more ozone depleting substances is not reflected in the register of the Estonian Qualifications Authority (do not have a corresponding professional or a partial professional certificate) and he/she wishes to register the handling operations in the FOKA registry, he/she must first register himself/herself in the Environmental Board. For that, he/she shall submit the following document(s) certifying competence:
a) a diploma of an institution of higher education, an institution of professional higher education or a vocational school;

b) documents verifying basic education, relevant training and professional work experience together with (digitally) signed application given below so that the Environmental Board could enter the person in the list of competent persons.

 

Documents issued in other Member States of the European Union


In accordance with the mutual recognition principle, Estonia recognises handling licenses, professional certificates and certifications issued in other Member States of the European Union which have been granted based on corresponding regulations of the European Commission. If a person who has documents issued in another Member State wishes to enter the information in the FOKA registry or the person is to be marked on the application for handling licence, he/she must first register himself/herself in the Environmental Board. For that, the person has to submit a corresponding (digitally) signed application and required documents (certificate, etc.) to the Environmental Board. The latter has to be translated into Estonian or English, except when the document is in English. It needs to be translated by a sworn translator or the translation has to be confirmed by a notary. After the registration of a handling licence or a document certifying training, the maintainer is entered into a public electronic register managed by the Environmental Board.
